Ten Facts 7 th Pay Commision Report

As  we know  that the Seventh Pay Commission headed by Justice AK Mathur on Thursday submitted its report to Finance Minister Arun Jaitley and has recommended 16 to 24 per cent hike in gross salary of central government employees. The recommendations will be considered by the Union Cabinet and if approved, it will be implemented with effect from January 1, 2016.Here are the major highlights of recommendations by the 7th Pay Commission.

1. The commission has recommended that basic pay ( Pay in Pay band + Grade Pay ) to be multiplied by 2.57 to 2.81 to get new basic pay. ( Basic Pay of  employees whose Grade pay less than 4200 is to be multiplied by 2.57, Grade pay 4200 to 5400 to be multiplied 2.62, Grade pay 5400 ( Class A)  , 6600 and 7600 to be multiplied by 2.67 ,Grade 8700   be multiplied by 257 ,  grade pay 8900 to be multiplied by 2.67 and fixed HAG to be multiplied by 2.81 factors. ( We are expecting 2.86 common multiple factor.  )

2. The minimum pay in govt is recommended to be set at Rs 18,000 per month. We are expecting 21000.

3. Maximum pay is recommended as Rs 2,25,000 per month for Apex scale and Rs 2,50,000 per month for Cabinet Secretary and others at the same level.

4. The rate of annual increment retained at 3per cent. We are expecting at least 5% .

5. One Rank One Pension proposed for civilian government employees on line of OROP for armed forces. This is result of ex servicemen hard work, however their demand are still in ambiguity.  
6. Ceiling of gratuity enhanced from Rs 10 lakh to Rs 20 lakh; ceiling on gratuity to be raised by 25 per cent whenever DA rises by 50 per cent.

7. Military Service Pay (MSP), which is a compensation for the various aspects of military service, will be admissible to the defence forces personnel only.

8. MSP for service officers more than doubled to Rs 15,500 per month from Rs 6,000 currently; for nursing officers to Rs 10,800 from Rs 4,200; for JCO/ORs to Rs 5,200 from Rs 2,000 and for non-combatants to Rs 3,600 from Rs 1,000.

9. Commission recommends abolishing 52 allowances; another 36 allowances subsumed in existing allowances or in newly proposed allowances.

10. The commission has proposed a status quo on the retirement age of Central government employees. Retirement age for staff of Central government is 60 years.
